The SSC project is a new development system project and have many external stakeholders. With the experienced resources of the JRC's Software Development (SD) department, the JRC's Board of Directors (BOD) intended that the project will be undertaken by the SD department. In the BOD's meeting, managers of other JRC's departments commit to sending employees to support the project but they could not daily work with the development team due to heavy workload of operating tasks. The new version of Shinkansen is the company's strategic product, so the company must have this product in the market in the next year. Therefore, JRC's leadership expects the full version of the SSC system must be completed within 12 months.
