The CSM project is a new software development project and have many stakeholders, so there may have changes of requirements during the development process. With the experienced resources of the HLC's IT department, the HLC's Board of Directors (BOD) intended that the project will be undertaken by the IT department (IT Dept). However, IT Dept is so busy with implementing some other projects so HLC's BOD decided to hire CMC company to implement the project. In the BOD's meetings, managers of other HLC's departments commit to sending resources to support the project but they could not send employees to work daily and onsite with the development team. This project is very important to the company so HLC's leadership expects the first version of the system to be put into use within 5 months and the project needs to be completed within 10 months.
